Floc is heavier than water, so keeping it suspended is a hydraulic problem, not a mixing-power problem. A draft-tube system matched to the tank raised impeller pumping capacity by 16% in transient CFD against a conventional arrangement.

Bottom inlet and top outlet does not by itself prevent short-circuiting. Each tank gets its own flow-guiding arrangement so the water actually spends the design time in the tank and the chemistry has time to work.
One clarification platform in four configurations, plus a deep-bed denitrification filter.
